About Carolyn

Carolyn Flowers was first elected to the Sierra Vista City Council in 2018 and prides herself on putting community priorities first. She is the Vice Mayor and currently the longest-serving member of the Sierra Vista City Council.

Carolyn's love of Sierra Vista started in 2006. She quickly fell in love with the community, weather, and mountain views and, in 2008, she chose to make Sierra Vista her home.

In her first term, Carolyn served as the council liaison to the West End Commission and the Arts and Humanities Commission. After being re-elected in 2022, she was appointed Mayor Pro Tem.

In addition to her duties as Mayor Pro Tem, Carolyn serves as City Council Liaison for the Planning and Zoning Commission, the Neighborhoods Commission, the Tourism Commission, the Arts, Humanities, and Cultural Diversity Commission, and the Sierra Vista Industrial Development Authority. She also chairs the Sierra Vista Metropolitan Planning Organization and represents the City on regional, statewide, and national bodies, including the SouthEastern Arizona Governments Association, the Upper San Pedro Partnership, the Rural Transportation Advocacy Council, and the Military Communities Council for the National League of Cities.

Carolyn is an active member of numerous civic and cultural organizations, but she is most proud of her family. Carolyn and her husband, CW4 Tim Flowers, make their home in Sierra Vista’s historic West End, where they are raising their two school-aged Sierra Vistans.

Carolyn believes when you love something, you take care of it, which is why she ran for Sierra Vista City Council, to take care of the people and place she loves.
